Delft: Achieving Local Climate Goals by Establishing a New Local District Heating Network
Among several ambitious actions, the Delft Climate Plan 2003-2012 included a major project: the Delft Industrial Residual Heat.
Within this project a CO2 emission reduction (18 500 tons) was foreseen by building a new district heating system including new and existing (housing) stock.
In Delft, an active Energie-Cités’ member, a new local District Heating Company is established within the European SESAC project. This heating company will produce, distribute and supply an equivalent of approximately 20.000 homes with heat for space heating and hot tap water.
District Heating Company Eneco Delft Ltd is a Public Private Partnership, initiated by the Municipality of Delft with several shareholders: two municipalities, housing associations and the energy utility Eneco as shareholders.
The District Heating Company Eneco Delft Ltd is a new special purpose company that will build, run and maintain the new district heating system.
The energy utility, Eneco New Energy, is the mother company of the District Heating Company, owing 97% of the shares. The 3% priority shares are evenly owned by the Municipalities, Housing Corporations and Eneco again. The priority shares only control the Environmental performance (production units and future options), tariffs, and service level (incl. serviced areas) and if applicable return on investments.
Signature of the contract by the project partners:
Heat is produced by means of cogeneration and the use of low temperature industrial residual heat.
The heat is produced at the following locations:
- North: Residual heat from sewage treatment plant in the Harnaschpolder area. Low temperature residual heat is upgraded by means of a heat pump and small CHP in 2 separated circuits. The heat is used in a new development (about 1,600 home equivalents) at a temperature of 40/70°C). Back-up and peak demand is supplied by gas boilers.
- South: A large CHP plant (about 24 MW) will supply heat to new and existing houses, utility buildings and small existing district heating systems in Delft, totalling about 20.000 home equivalents. Peak demand and back-up is provided by gas boilers, in a separate facility. The electricity that is generated is then fed into the national grid.
Finally the District Heating Company Eneco Delft will ensure a CO2 reduction of at least 18 500 tons of CO2 compared to the 2008 reference.
Investments cost sum up to about 120 million euros (production and distribution).
