100%RES - Recommendation 2 : Creating new urban-rural partnerships
By Béatrice Alcaraz | 937 visits
Local governments want to get involved and participate in the economic development of their area together with new, game-changing stakeholders, cooperatives and smaller businesses. Rural communities with sufficient resources (forest, wind, agricultural waste, etc.) and space will be able to produce energy, as they already produce food, and “export” their surpluses (electricity, biogas, wood, etc.) to energy intensive urban areas with insufficient resources to meet all their needs.

Energy Cities presents a brighter, local State of the Energy Union !
By Alix Bolle | 1450 visits
The Energy Union should be an opportunity to accelerate the energy transition and define a new set of roles, rights and responsibilities for the new players who are at the forefront of it. Instead, the project is mostly focused on creating a giant supergrid of interconnected national energy markets, forcing almost all kinds of renewable energy projects to compete along the same rules. As the Commissioner in charge makes his presentation of the “state of the energy union”, Energy Cities decided to provide an alternative picture of how the energy transition has progressed at local level across the five pillars of the Energy Union: decarbonisation, energy efficiency, the internal market, energy security and research and innovation. For each of these pillars, the paper points to recommendations on how European competition and energy legislation could be improved to sustain the momentum.

EU Emission Trading System: European Parliament puts a cap on local investments in "Modernisation Fund"
By David Donnerer | 940 visits
The EU Emission Trading System (ETS), a key tool of EU climate policy and the world’s largest carbon trading instrument, is currently being reformed for the period of 2021-2030. The European Parliament (EP) will adopt its ETS position on February 15th. According to its report, the Parliament plans to cap the share of local investments in the ETS Modernisation Fund. This funding instrument uses 2% of the ETS pollution permits revenue to support 10 Central and Eastern European Member States in their energy transition. Throughout 2016, Energy Cities had strongly advocated for a removal of this local energy investment barrier.

#100%RES - Recommendation 1 : Giving long-term planning its rightful place
By Béatrice Alcaraz | 1037 visits
Having an ambitious vision of a desirable future and setting a course towards 100% renewable energy encourages and facilitates the engagement of the various local stakeholders and opens up new opportunities. It is important that long-term planning is given its rightful place in municipal action. Obviously, this long-term course must not be used to postpone measures aimed at reducing energy use and developing renewable energy. On the contrary, its purpose is to trigger a paradigm change whilst not losing sight of the desired objective.

Democracy, Decentralisation, Divestment: ’3D screening’ of the EU Energy Package
By Alix Bolle | 1018 visits
How “3D compatible” is the newly released, 1200-page strong “clean energy for all Europeans” package released today by the European Commission? How much does it contribute to a system shift towards more prosperity, legitimacy and leadership on sustainable energy? In other words: how is legitimacy secured by Democratizing the energy system, empowering citizens and communities? How is prosperity brought about, by Divesting funding streams from fossil fuels and reDirecting them to activities creating local added value? How is true leadership – as the EU remains intent on being #1 on renewables - guaranteed by putting the right players in control and Decentralising not only the production but also the competences?

Carbon credits: think local !
By Béatrice Alcaraz | 746 visits
One of the possible financial incentives to foster low-carbon economies is pricing carbon and regulating its quantity through a carbon emissions trading system (ETS). In the European Union, the current system launched in 2005 has generated revenues, but much less than expected for several reasons: the carbon price is hovering around a very low €5/t, and too many permits to pollute have been given away to high-carbon industries.

A large part of our financial system is currently nourishing unsustainable production and consumption patterns, intensive in carbon and natural resources. Making radical changes by redirecting money flows, that is the aim of the fossil fuel divestment campaign. It is gaining traction all across the world. The international 350.org platform already counts more than 1,000 local divestment initiatives, including several Energy Cities members like La Rochelle in France or Christchurch in New Zealand.
